It's a discipline. Per
WP:CAPS ("Wikipedia avoids unnecessary capitalization") and

Scope of software construction
In the box on the right, Construction is shown as distinct from Testing and Debugging. But in the lead section, debugging and some testing activities are described as part of the construction activity. Can we untangle this?
