As suggested in the previous section, a name change for this article may be in order. Its meaning is clear enough but relatively infrequent. Here are some alternative search results from Google Scholar:
(3) has the advantage of brevity and wide use. I propose changing the article name to "Welfare programs." Any seconds? A name change would move the history to the new name of the article.
