After listening it several times, slowing the speed down to 8x, and speeding it up 32x, here are several theories:
It sounds almost like someone is screaming "NOOOOOOOOOOOOOOOOOOOOOOOOOOOO!"
It sounds like a plane going down.
It is a FAKE.
It sounds similar to a whale, perhaps in pain?

It can be possible that the sound is to deep for us to go see if the sound came from under the Pacific Ocean.
