'Muskovy' was a name assigned to the Grand Duchy of Moscow by Poland. And in the times of rise of Moscow after the fall of Kyevan Rus, there was no 'Russia'. As the corresponding Wiki page suggests, Tsardom of Russia has appeared only about 300 years after.
