Changing command structure

Great job sorting through all these disparate commands. The only problem is that with so much change in command, especially from the Confederates, having a static list for the whole siege doesn't make a lot of sense. Tuttle in The Last Citadel breaks it out into two phases (the first of which you have captured here). Makes sense to do so here, too, doesn't it?
