I've just restructured this entry, edited it for clarity, and marked sections that need further work. Shouldn't the act be spelled with a hyphen rather than a dash: i.e.the Sheppard-Towner Act, rather than the SheppardâTowner Act? Wormcast ( talk) 21:03, 29 October 2012 (UTC)
