I believe the description and image in section 4.2.1 of the article are wrong. ${\displaystyle \phi }$ is the angle between ${\displaystyle {\hat {p}}}$ and ${\displaystyle {\hat {f}}}$, not ${\displaystyle {\hat {f}}}$ and ${\displaystyle {\hat {s}}}$ as is indicated in the image and in the text below it.
