Sarah Webster Fabio is a leading figure in Black Studies Departments across the United States of America. She has critically acclaimed collections of work. She's also cited in numerous anthologies regarding Black Arts Movement and the history of the Black Arts Departments. Also, a documentary of her life has been awarded a grant for preservation by her daughter Cheryl Fabio.
This isn't exactly rooted in policy pedantry, but...something tells me that Smithsonian Folkways hasn't released very many funk recordings over the course of its existence. That right there may provide one clue of some significance.
