The article was created by a now-banned user and looks as if almost all of it were translated from Russian rather than written in English, and added in a single edit at 00:01, 9 September 2012,‎ by a user who was blocked for socking the following month. It may be a copy of something from the Russian page in the external links c. 2012; that page is general news from the Russian foreign ministry now.
