"He was the bishop that organized the archdeacons of the diocese on a territorial basis." does that mean he reorganized the archdeacons to operate on a territorial basis? If so, this could be more clear
Let's try "He was the bishop that set up the territorial organization of the archdeacons of the diocese." Is that better?
