This particular statue has a formal title ("Rise up, women") - shouldn't that be the article title?

BelburyWP:COMMONNAME suggests that article titles should be what is most commonly used in the sources, which I think will be Pankhurst's name. The search box in the current vector 2022 skin is clever and will take readers directly to this article if you type in "Rise up women", even without that phrase being a disambiguation page.
