Overall: New enough, QPQ done, at 1923 characters meets the length requirement, hook cited and verified from 2 sources but I couldn't access the Oxford Dictionary of National of National Biography, Earwig says 'violation unlikely'. As to how notable the subject is, I have my doubts but then again he has a CBE.
