I'd simply make this a red link, except that that's currently out of favour and the article "is in the process of an expansion or major restructuring". Via Google there's some documentation of this organisation but we in Wikipedia don't yet seem to mention it, even at
Staff college#Oceania.

Hi there, as the guy restructuring/expanding the article, I was also a bit surprised there was no article, and wouldn't have a problem making it a red link if we can't point the reader to an existing page. I'll be back later to do some more on Garrett anyway... Cheers,
