NC was the second state to pass a Racial Justice Act. Perhaps the article should address legislation on this issue, then describe each state's legislation, with links to the states. In that case, the Lead should address such legislation and the basis in general. The body could go into more detail, including details of each state's laws (and repeal of NC's). More states may pass such legislation, since studies have conclusively demonstrated racial bias in results and sentencing.

Readers might also be looking for information about the provision in the
Violent Crime Control and Law Enforcement Act of 1994 which was called the Racial Justice Act
[1][2]. It was dropped from the final bill, but it probably had decent coverage back then (I read about it in a book published in 2001). Here's some information on the Kentucky bill:
