Maybe you're going by this
map of Cabo Rojo in the archives, where the PR-103 is shown with a Blue shield (secondary road), but that map doesn't match what's on the National Geographic map where the highway shield is black and white. --

I see the info in the other reference (in the article) but there's a mismatch, as mentioned before. But I'm no expert on this stuff... Just telling you what I see.--
