This is a totally bogus article, released just minutes before a speech on the subject.

As far as I can see, the article doesn't really say what 'predistribution' is, or at least is very vague - what actually is it?! Why is paying the living wage 'predistribution' - what's 'pre-' about that? Are state benefits predistribution, and if not why not? The initial Jacob Hacker article link is no longer correct, so I'm going to go ahead and deleting it. Unfortunately, this means there is no citation for the actual paper which coined the term. It seems like a site redesign or a removal of his article on the Progressive Britain site caused this. Looking it up, I'm unable to find a quick paper we can cite - the top result is a PDF copy of it. Any ideas? LookOnMyEditsYeMighty (talk) 20:18, 21 November 2021 (UTC)
