Anyone have any ideas for a picture or image that could be used; or is it not required? Is there a template for that we use for sections or Acts?

I saw your request for help and thought I would have a look. I thought your lede was a bit wordy. Keep sentences short. It thought the bit about Child Protection Orders was misplaced in the lede. Here is my suggestion:
"In the United Kingdom, police child protection powers concern the power of the police to intervene to safeguard children. These powers are governed by Section 46 fo the Children Act 1989. Under this law, the police have the power to remove children to a safe location for up to 72 hours to protect them from "significant harm". Police do not require a court order to take such a step."
