Article says: "PLSCR3 has been proposed to be involved in this translocation from the inner to the outer membrane that is essential for maintaining the mitochondrial architecture, mass, and transmembrane potential." This needs, at a minimum, a citation, but more important would be a plausible mechanism by which translocating a phospholipid from the inner to the outer membrane could possibly alter or maintain the potential across the inner membrane.
