While some editors consider any admiral to be notable, others do not. A Rear Admiral is the lowest of the admiral rank, and normally would require some coverage for notability other than the U.S. Navy official biography and alumni and hometown papers' "local boy makes good" stories. There does not seem to be any such notable coverage for Phillip Lee, Jr. -- Bejnar ( talk) 23:09, 1 May 2018 (UTC) reply
