Wikipedia's policy on article titles.Now, luʾluʾ is the plural "pearls," though this does seem to come out very awkwardly in English (of course I'm not suggesting this nonstandard literalism be put in the title!)... whereas in other languages Place des perles etc. sounds all right. In Arabic, they call it "Dawwar Al-Lulu" meaning Pearl Roundabout, Dawwar meaning Roundabout .. this is the official known name.
