Maybe: if his father was still a citizen. To have anything to add to the article, we would need independent reliable sources discussing his citizenship. -

I was under the impression he stayed in the band for the second album too, at least that's what the album lists (as a producer).
If you find the very rare video for 'things you've never done' released after the band broke up, Phillips is still in the video playing guitar. — Preceding
