Pass laws were in effect in the Union long before 1923, some were in effect even before the creation of the Union. -- NJR_ZA ( talk) 06:16, 12 December 2009 (UTC)
The summary section is incongruous with the rest of the article. I suggest:
- moving or copying information not contained in the rest of the page to other sections
- renaming or shortening the section
- consolidating the comments on broad social impact of these laws (e.g. "Therefore, there has always been a tension between the white and black community in South Africa.") to follow or precede the section -- or move such comments to another section, perhaps the introduction
- separating some parts into their own sections. The text about differential impact by gender, for instance, could easily be its own section.
