Is it for making a copy?

The writing appears to be backward, starting at the right edge. Presumably one uses the tablet to emboss a duplicate into some medium? This is interesting and important to clarify. The article offers no real information on the language or the tablet's use, and does nothing to convince me of the accuracy of the supposed translation. It would be nice to have more information on this.
