This 1999 newspaper article by Justine McCarthy states:
The phrasing "their rank under the Constitution" does not instil confidence in the reliability of the source, but it would be worth investigating if there is any truth underlying it. I found pictures of the first (1940) and latest (2015) meetings; the latter suggests the order of precedence, if it ever existed, has been abandoned, along with the 72-year-old cabinet table.
