I've been going through documents on the OMB website (for example,
here), and have found that there is quite a bit of material copied form those documents, including part of the intro. (See the infobox at the bottom of any document listed there.) I'm leaving it in for now, but we need to deal with it. Looking through the history, one edit I've undone so far was
this one.
