Personally-funded care

The existing article only covers care home residents that are fully or partly funded by the state. For example To enter a care home, a candidate patient needs an assessment of needs and of their financial condition from their local council. If a patient is entirely self-funded or is funded by his or her family then presumably these assessments are not required. Please expand the article to cover this.
