It seems to me that the provided source refers to the motto's use by Jeremy Bentham, rather than Martin Tupper. The whole of Marx's article is a jab at Bentham and utilitarianism: "With such rubbish has the brave fellow, with his motto, “nulla dies sine lineas” (let no day pass without writing your quota), piled up mountains of books.
