This article discusses one mechanism for providing assurances of supply for nuclear fuel, namely a fuel bank. There are other mechanisms under consideration, including the Russian International Uranium Enrichment Center at Angarsk, the proposal by six enrichment suppliers for a three tiered system of supply assurances, the German proposal for a an "enrichment sanctuary," and others (see the IAEA web page on Multilateral Approaches to the Fuel Cycle). These go under the names "assurances of supply assurances" and "reliable access to nuclear fuel." I suggest that this article be broadened to address the full range of alternatives. I suggested including a reference to these, so let me explain what I had in mind. These proposals called for full international control of the nuclear fuel cycle to prevent its misuse for weapons. That is the relevance here - a mechanism for assured fuel supply under full international control. NPguy ( talk) 21:54, 30 May 2009 (UTC)
