Is it really necessary to include a section describing Wikipedia's notability rules? Looking at this from an outside perspective, mentioning the rules of notability for a website would be like including Gawker or Reddit's rules. This would be obviously non-pertinent. Even if it were a more academic source like the OED or Encyclopedia Britannica, I don't think it would be relevant. I think the section should be shortened or removed.

yup, maybe at some point in the past someone wanted to fix this page, but it is an eyesore in its current state. I have reduced it and removed irrelevant and unsourced material.
