Until Local government re-organisation under the London Government Act 1963; North Woolwich Station was in the area of The Metropolitan Borough of Woolwich, and the area of The London County Council. It was, therefore "in London". However, trains leaving North Woolwich (for Stratford) were regarded as "Up" trains, and trains to North Woolwich (from Stratford) were regarded as "down" trains. Is there any other places where the "Down" line led into "London"; and the "Up" line led away from "London". Stratford, (and the other stations on the line, Silvertown, Custom House, Canning Town, and West Ham) were in the County Borough of West Ham; and therefore technically "in Essex".
