It is definitely true that NIH stroke Scale is the same as the National Institutes of Health Stroke Scale. Im not sure why both pages existed before I started editing, but should I delete one of them and just have it redirect to the full article?

Thats a tough call, but in most cases it is refered to the first time as the "National Institutes of Health Stroke Scale" and from there on out just called NIHSS.
