The section headed "State of the Empire" concludes with this sentence (my emphasis)
"Inconsistencies like this prove that Catherine was trying to use the Enlightenment to enforce her autocratic regime."
That's not an unreasonable conclusion to draw, but I wonder whether it's a viewpoint, rather than an established fact. It's hard to see how such a formulation is anything but a viewpoint -- even if it's a highly persuasive viewpoint.
