First packet switching network claim - dubious?

The ARPANET was active before the NPL network; there does not seem to be any actual evidence to support the oft-repeated claim on this and related pages that the NPL implemented a packet-switching network before the ARPANET became active. GSNW8FRJ ( talk) 19:02, 9 July 2020 (UTC) reply
