Causal relationship

The introduction had: Momentum diffusion refers to spread of momentum between particles [..] In fluids, this is what causes viscosity. The article ends with: The rate of transport is governed by the viscosity of the fluid and the momentum gradient. It doesn't make sense that the viscosity is caused by the diffusion yet the rate of diffusion is governed by the viscosity.
