HTTP or SOAP

In "Background" I read the following: "The API is based on XML and is defined to be transported in HTTP or SOAP. Only mapping to HTTP is defined in present days."

This exclusive "HTTP or SOAP" somehow clashes with SOAP where it is described that SOAP can be transported over HTTP. Maybe an MLP expert could rephrase that so that it becomes more clear what is meant there?
