According to Wikipedia: Notability(Music), Mo-Do satisfies at least criteria #1 and #2. For example, the hit "Eins, Zwei, Polizei" remained #1 in the Italian chart for 1 month and the hit "Super Gut" reached #28 in Israeli charts.
