I think with a few more references, we should be able to get this through GA now. The article presents a good overview of the subject from design through production and use to retirement. Some possible areas for further improvement are:

Since there are two separate ratings of the top speed by two legitimate sources (operator and manufacturer), would something like the following be appropriate?
| maxspeed= Milwaukee Road: {{convert|70|mph|km/h|0|abbr=on}}<br>General Electric: {{convert|90|mph|km/h|0|abbr=on}}
It formats something like this:
Milwaukee Road: 70 mph (113 km/h)
General Electric: 90 mph (145 km/h)
I don't know of any other instances of multiple speed ratings that it could be based off of, and the infobox documentation didn't mention anything about it so this is a possible resolution.
