I am surprised the current article makes no mention at all to the allegations over the phone call to Kevin Phelan. If not given it's own section under "Controversies", it should at least be incorporated into the section "Investigation by Moriarty Tribunal", as most of these allegations relate to that. "Lowry was first elected to Dáil Éireann as a Fine Gael TD for Tipperary North at the 1987 general election and in 1993 he became Chairman of the Fine Gael Parliamentary Party.."
I imagine the post of chairman of a political party itself would be based at the national offices of the party, and is different from that of the chairman of the parliamentary party who would surely be based at the parliament. If so surely it is unlikely that Lowry held both positions, even at different times? Perhaps someone with specialist knowledge of Fine Gael would care to comment.
