Proposed article on methylphenylpiracetam

Now that the term "methylphenylpiracetam" has actually been observed scientifically [1] ( pdf), I think it makes more sense to reorganize and move this article into a more general methylphenylpiracetam article. Bear in mind that all four enantiomers show sigma receptor activity. The E1R enantiomer can of course be given a bit more focus within it.
