The introduction of meta elements does not make sense:
meta elements can specify HTTP headers which should be sent before the actual content when the HTML page is served from the web server to the client. For example:
The meta element is returned as part of the HTTP response body, therefore "should be sent before the actual content .... is served from the web server" does not make any sense. Additionally, the meta element is not a substitute of, nor can it represent all kinds of http headers, but just a very limited subset.
