Profit and Loss

The MDTA is described as a quasi-private corporation but the article doesn't say who is ultimately responsible for its losses. Nor does it say what happens to the corporation's profits, if any. The responsibility for the corporation's success or failure rests with the State of Maryland and, ultimately, its taxpayers. The article should provide more clarity on these issues. Virgil H.
