I think the Co-operative Championship can now be considered as first grade competition as it is now an Englo-French competition, and not just an English competition. The Toulouse accession to the Co-operative Championship from the French first division (first grade), is considered by all as a promotion. The CC gets more media coverage in France and England that the French Elite 1, so it would be inconsistent to consider the CC as second grade.
