The article makes it seem all items are new ("post-season, over-run, and close-out stock") - whenever I've visited a store, it seem that a good portion of the products for sales were store-returns (including previously worn) items, that were sorted in a Marshall's facility, steamed/ironed and retagged with new (generic/marshalls) tags. To me it seems to be a step up from a swap meet where name brand's have been cherry picked to display for sale. Does not seem to be your typical surplus reseller, where they buy large quantities of the same item, but instead someone who buys a trailerload of returns therefore mostly 1 or 2 of each item.
