PreferSerbian Main Headquarters (Yugoslav Partisans) as that is more recognisable, as "staff" essentially has the same meaning as "headquarters" in the Yugoslav context, but in a more general sense, "staff" means just the officers who run the headquarters rather than the headquarters as a whole. Not sure I've explained that as clearly as it is in my head though...

Oppose. Yes, it's unwieldy, as many of these titles are (which is why they're usually better left untranslated, as we often lose a lot in translation), but making up a name because we think this one is too long is very poor practice. --
