"Passionate about public policy . . .” Totally inappropriate language in an encyclopedia. Where’s the quote? Where’s the ascription? Who said this?

The need for our Minister of Foreign Affairs to be neutral with no personal mandate.
Isn't a Minister of Foreign Affairs political neutral outside of Canada. Why is there a new photo of Ms. Joly with the Ukraine President. In addition to the last paragraph of the article, stating that she went to the Ukraine on a visit. All of her visits are not listed why this one. This is so disappointing. Why was this person chosen for the Foreign Affairs portfolio, she appears to have a personal mandate.
