This type of bomb is commonly used by the FARC terrorist group in Colombia. They even have made some deadly "improvements", like mixing the scrap metal with human excrement, to cause infection on the soldiers' wounds.
They also tried to launch the mortar from pickup trucks, but they failed.
During the Bojayá Massacre, the FARC cited the poor precision of their weapon as an excuse for the massive assassination inside a church: The building was hit "accidentally" while hundreds of civilians where hiding inside.
