Bogdan, this caught my eye: isn't referencing from a blog in breach of
WP:RS, no matter how trivial the info? I'm sure we could find the list elsewhere, and, hell, if it was published in MO, do we really need the link at all? Couldn't we just reference with the article? (If we trust Iliescu's blog for the actual list, we can trust it when it says that MO published it - yes, I'm being a tad Jesuitic, but what the hey.)

I put the link because that's the only place where the decree is found online. I guess it could be separated into a reference (to MO) and an external link.

Could, though even that is bending the rules. Plus, it's not like it's likely to be contested even with no reference at all, And, btw, they're also listed
here and
here (not my favorite author in the world, but neither is Iliescu). And I also found it
