The list is referring to the civil parish of Cathcart. It appears this parish is now partly in the East Renfrewshire council area (and partly in Glasgow council area). And Netherlee is within the part of Cathcart parish that is in East Renfrewshire. See for example the old map here, which shows parish boundaries:
[1]. I don't think Clarkston has ever been a parish has it? Its not listed here anyway
List of civil parishes in Scotland. Though this article should be clearer as to what it is actually referring to.. --

Reading the entry that is listed, the building was built in the early 20th century after Cathcart was wholly in Glasgow and Netherlee was in Renfrewshire (now East Renfrewshire). In this case the ancient civil parish has no relevance, as it no longer existed at the time of construction. --

The civil parish was in use for administrative purposes until 1975. And it is still in use for some things, eg the census (or listed buildings). So the civil parish is relevant, as it is about the only type of 'official' subdivision within the current council areas. --
