One of the things I ask myself before declining an article is "would this get deleted/draftified at AfD if not improved?" and the answer is "no". The topic is probably notable as evidenced by the similar list for African-American legislators and a cursory Bing search for "first Native American legislators" which yielded many results. The list is mostly referenced to a reliable source as well. It's not particularly well-sourced at the moment, but sources exist. [1] [2] [3] So I might as well accept.
