Personally, I thought it would make more sense to keep the list in the article--it's not that long, as well as providing the Russian equivalent. Russavia, are you planning to now create the equivalent
Ambassador of Russia to Estonia article? Does this mean you propose implementing
Ambassador of X to Y for all country pairs? The purpose of the split is not clear.

Yes, I thought the split was rather odd too. I guess if no expresses any objections by the end of the week, I will merge it back into the original article.

I have no objections to your plan, sounds like a good one. Do you know if it is possible to obtain photos (if they exist) from Russian archives, of the Estonian envoys in Russia between 1920-1940?
